Tesla walks back 2026 volume production for Cybercab, Semi, and Megapack 3 as capital spending hits record highs

Tesla has abandoned its target for volume production of the Cybercab robotaxi, Tesla Semi, and Megapack 3 energy storage system in 2026, according to its second-quarter shareholder letter. The retreat reverses earlier guidance from October 2025 that placed all three programs on schedule for 2026, and comes as the company's capital spending reaches record levels. With over 100 Cybercab units spotted in testing at Giga Texas and across 40 cities, the delay raises fresh questions about the economics of Tesla's autonomous vehicle and energy storage ambitions.

Tesla Pulls 2026 Volume Production Targets for Cybercab, Semi, and Megapack 3 as Capex Swells to $25 Billion

Tesla's second-quarter shareholder letter, published Wednesday, dropped a commitment the company had reaffirmed just months earlier: that the Cybercab, the Tesla Semi, and the Megapack 3 commercial energy-storage system would all reach volume production in 2026 1. As recently as January, Tesla had maintained all three programs were on track for this year 1.

The same letter pegged 2026 capital expenditure at $25 billion, roughly three times Tesla's historical spending levels 1. Free cash flow swung to negative $1 billion, down from positive $1.44 billion in the prior quarter and positive $146 million a year earlier 1. CFO Vaibhav Taneja had previously warned investors that cash flow would remain negative through the end of 2026 1.

This is the capital paradox at the center of the report. The company is committing roughly three times its historical capital spending, and every one of its next-generation hardware programs just moved farther from volume production.

For the Cybercab and Semi, Tesla named a bottleneck: 4680 battery cell production. The company said it needs to increase cell output before it can build either vehicle at scale 1. Tesla began building the first production Cybercabs at its Austin, Texas factory earlier this year. The Semi and Optimus manufacturing lines are still under construction 1.

For Megapack 3, Tesla offered no explanation 1.

The company also removed language from its first-quarter letter about Optimus, its humanoid robot, reaching volume production 1. On the earnings call, CEO Elon Musk told investors that Optimus is "the hardest product to scale manufacturing that we've ever made at Tesla" 1.

The financials underneath these delays track a company spending heavily to become something else. Revenue rose 26% year-over-year to $28.2 billion, with automotive revenue of $20.5 billion and more than 480,000 vehicle deliveries 2. Energy storage and solar revenue grew 13% to $3.1 billion. Full Self-Driving (Supervised) subscriptions reached 1.48 million, up 56% from a year earlier 1.

But profitability deteriorated even as the top line grew. Net income fell 5% to $1.1 billion 1. Operating income, which excludes non-operating items to reflect core business performance, dropped 57% to $398 million. Operating expenses surged 47% to $4.3 billion 1.

A year ago, Tesla called Q2 2025 a "seminal point" in its history and the start of a transition from selling electric vehicles to leading in AI and robotics 1. This spring, the company ended production of the Model S sedan and Model X SUV at its Fremont, California factory to make room for Optimus 1.

Tesla posted $1 billion in negative free cash flow this quarter while simultaneously walking back the products that spending is supposed to justify.

If $25 billion in annual capital expenditure, dedicated factory space, and the decision to halt production of established vehicles cannot keep the Cybercab, Semi, or Megapack 3 on schedule, the question for builders and investors has shifted. Not when these programs ship. Whether autonomous robotaxis, electric freight, and utility-scale battery storage can achieve the unit economics Tesla has promised at the volumes it has projected.
